China Blocks Exports to 20 Japanese Companies Over Dual-Use Concerns

China’s Commerce Ministry has announced a new export restriction on 20 Japanese businesses, citing national security concerns and international obligations. The move affects companies such as Mitsubishi Heavy Industries, Kawasaki Heavy Industries, and Subaru, which are subject to restrictions on dual-use items that can be used for both civilian and military purposes.

According to the Chinese government, the restrictions are necessary to “safeguard national security and interests” and prevent the remilitarization of Japan. The Commerce Ministry has also added 20 new entities to its export restrictions watchlist, including ENEOS Corporation and Mitsubishi Materials Corporation.

Chinese exporters must submit a risk assessment report for each company to ensure that dual-use items are not used for purposes that could enhance Japan’s military strength. This is part of China’s efforts to enforce its own export controls and prevent the transfer of sensitive technologies to countries with which it has strained relations.

The move comes amid heightened tensions between China and Japan, particularly over issues related to Taiwan. In November, Japanese Prime Minister Sanae Takaichi stated that a Chinese attack on Taiwan would constitute a “survival-threatening situation” for Japan, potentially necessitating military action. Beijing responded with fury, discouraging Chinese citizens from visiting Japan and leading to a decline in tourism revenue.

China has previously imposed similar restrictions on the US and Taiwan as part of its diplomatic efforts. The restrictions are seen as a response to Japan’s official support for Taiwan’s self-governance and its own military modernization efforts.
