US Congress Proposes Enhanced Defense Cooperation with Israel
A provision in the 2027 draft US defense bill could strengthen ties between the US and Israeli militaries by increasing cooperation on research, production, and technology. The proposal, titled “United States-Israel Defense Technology Cooperation Initiative,” is included as Section 224 of the House Armed Services Committee’s version of the fiscal year 2027 National Defense Authorization Act (NDAA).
The measure would require the US defense secretary to appoint an executive agent to coordinate military cooperation between the two countries. This work would cover joint research and development, shared production of weapons, and linking of military systems and data.
The provision is still at an early stage and must first clear the House Armed Services Committee before being considered by the full House and Senate. The bill has been proposed by committee members from both parties, including Republican Chairman Mike Rogers and Democrat Adam Smith.
The US and Israel already collaborate on various defense projects, such as the Iron Dome missile defense system. The proposed provision would extend this cooperation to additional areas of modern warfare, including artificial intelligence, drones, and cyber operations.
The bill comes amid ongoing tensions in the Middle East, following a joint US-Israeli attack on Iran earlier this year. Israel is also facing allegations of genocide at the International Court of Justice.
The US has provided significant military aid to Israel since 2008, with an annual budget of approximately $3.8 billion under the current agreement signed during President Barack Obama’s administration. The nature of this support may be changing, as Israeli Prime Minister Benjamin Netanyahu has expressed a desire to end Israel’s reliance on US military aid.
The provision is expected to undergo further consideration in the coming months.
