US Envoy Nickolay Mladenov to Meet Palestinian Faction Leaders in Cairo
The United States has deployed former Bulgarian foreign minister and defence minister Nickolay Mladenov as part of its “Phase Two” plan to replace Hamas with a technocratic administration in Gaza. Mladenov, 53, will lead the newly established “Board of Peace”, which aims to oversee the transition from Hamas rule to a new governance structure.
Mladenov’s mandate includes supervising the daily life of two million Palestinians affected by the conflict, as well as implementing a plan to disarm unauthorized personnel. He will meet with leaders of Palestinian factions in Cairo, where he is expected to negotiate a new governance arrangement for Gaza.
The US has chosen Mladenov due to his ability to communicate with all sides and maintain trust with Washington and Israel. His role is to make the alternative governance structure function on the ground, rather than simply creating it.
Mladenov’s appointment signals Washington’s preference for a managerial solution to the crisis in Gaza. He has championed a “new model” for the Middle East, emphasizing technological partnerships and innovation. However, critics argue that this approach may not align with the current needs of the displaced population.
Mladenov will serve as director-general of the “Board of Peace”, which is tasked with implementing US-designed plans for Gaza. His appointment has raised concerns among humanitarian experts about the potential disconnect between his mandate and the needs of the affected population.
Mladenov’s background includes serving as the United Nations’ top envoy to the region from 2015-2020, where he earned a reputation as a skilled mediator. He will now return to the negotiating table with a new and complex mission.
