Houthis Decision-Making Process on Joining Iran War Under Scrutiny

Houthi Militia Divided on Response to Conflict

A split within the Houthi militia has emerged, with two factions vying for influence over the group’s response to the ongoing conflict. The internal debate began in October 2023, when the Houthis launched military action in support of Gaza following Operation Al-Aqsa Flood.

In March 2025, the US and Israel launched retaliatory strikes, prompting an agreement brokered by Oman that brought fighting to a halt. This experience had a significant impact on the group, with some leaders believing the cost of involvement was high, including military losses, civilian casualties, and resource depletion.

The debate has produced two distinct currents within the militia. One faction advocates for caution, pushing for avoiding open confrontation, preserving existing understandings with Saudi Arabia, and limiting action to political support or small operations. In contrast, another faction believes this is a crucial moment for the “axis of resistance” created by Iran, and that hesitation could cost the group its place in the post-war equation.

The Houthis have adopted a nuanced approach, escalating political rhetoric while executing limited, carefully calculated operations. The group has declared a gradual intervention, closely monitoring developments and avoiding red lines identified by their military spokesperson. However, this balance may become unstable as the conflict escalates and regional dynamics shift.

With each new development on the ground, the internal debate may edge closer to a moment of decision. The question is no longer whether the Houthis will enter the war, but how they will enter and at what cost.
