Canadian Prime Minister Mark Carney Arrives in China After Years of Strained Relations
Canadian Prime Minister Mark Carney has arrived in China for a visit that marks a significant moment in the country’s relations with Beijing. This is Carney’s first visit to China since 2017, and he will meet with Chinese President Xi Jinping and Premier Li Qiang during his stay.
The strained relationship between Canada and China began in December 2018, when Canadian authorities arrested Huawei executive Meng Wanzhou at Vancouver International Airport on the request of US authorities. In response, China detained two Canadians, further straining relations. Since then, tensions have continued to rise, with Ottawa imposing tariffs on Chinese electric vehicles and Beijing retaliating by imposing tariffs on certain Canadian agricultural goods.
Carney’s visit comes as Canada seeks to diversify its economy and reduce its dependence on the US, which accounts for nearly 80% of Canadian exports. The Canadian leader has stated his intention to double non-US trade in the next decade. In a previous meeting with Xi Jinping in South Korea, Carney discussed specific economic deals, including the sale of Canadian energy and agriculture products.
The visit is also part of a review of the USMCA trade agreement between the US, Mexico, and Canada. The agreement allows Canadian goods to enter the US tariff-free, covering about 86% of US imports from Canada and Mexico. However, if an agreement to extend or modify the USMCA is not reached, it will enter a period of mandatory annual reviews until 2036.
Carney’s visit holds significance for both countries. For China, it offers an opportunity to remove trade restrictions and gain new export markets. For Canada, it represents a chance to improve relations with Beijing and diversify its economy.
