Pakistan Proposes Two-Stage Plan to End US-Israeli War on Iran

Iran has confirmed that it will not reopen the Strait of Hormuz as part of a temporary ceasefire, according to Esmail Baghaei, the foreign ministry spokesman. Pakistan’s proposal for a two-stage plan to end hostilities and reopen the strait is being considered by both countries, with diplomatic efforts underway.

The plan, which has been shared with Iran and the United States, involves a 45-day ceasefire as part of a two-phase deal that could lead to a permanent end to the war. A memorandum of understanding would be finalized electronically through Pakistan, with the initial agreement structured around immediate cessation of hostilities and a 15-20 day period for finalizing a broader settlement.

The proposal includes a regional framework for the strait, with in-person talks scheduled in Islamabad. The deal is expected to include Iranian commitments not to pursue nuclear weapons in exchange for sanctions relief and the release of frozen assets.

Iran has stated that it will not accept deadlines as it reviews the proposal, while Washington has yet to respond to Pakistan’s plan. A senior Iranian official told Reuters on Monday that Tehran lacks readiness for a permanent ceasefire.

Pakistan officials have been engaged in “frantic diplomacy” with Iran, but distrust remains high. The country is speaking to Iran’s clergy, diplomats, and military commanders, but concerns about guarantees for the Iranian leadership remain.

Iran has finalized its demands amid recent proposals to end the war, but will reveal them only when appropriate. Foreign ministry spokesman Baghaei rejected the idea that engaging with mediators signals weakness, stating that Iran has its own framework based on its interests and considerations.
