Philippine Justice Secretary Vida Orders Arrest of Senator Dela Rosa
The Philippine justice secretary has issued a directive to law enforcement agencies to apprehend Senator Ronald “Bato” dela Rosa, who is wanted by the International Criminal Court (ICC) for alleged crimes against humanity. The order comes after the country’s top court rejected his bid to block his arrest.
Dela Rosa, a former police chief and lead enforcer during Rodrigo Duterte’s presidency from 2016 to 2022, has been identified as a fugitive from justice. According to Justice Secretary Frederick Vida, anyone assisting dela Rosa in evading capture will face consequences.
Vida stated that the pursuit of dela Rosa is aimed at achieving justice, but did not provide further details on the leads authorities have on his location. Dela Rosa’s lawyers have confirmed that he is currently in the Philippines.
Dela Rosa was a key figure in Duterte’s “war on drugs,” which resulted in thousands of alleged drug dealers being shot dead during police operations. The ICC estimates that 12,000 to 30,000 people were killed between 2016 and 2019 as part of this campaign. Dela Rosa denies involvement in any illegal killings.
Duterte is also facing ICC charges for crimes against humanity and has been held in custody since March 2025. He maintains his innocence.
The Philippine National Police (PNP) has taken note of the Department of Justice’s directive, but has stated that it will perform its mandate under the law while maintaining impartiality and respect for constitutional rights.
