Trump Administration Eases Firing Rules for Career Civil Servants

US Government Overhauls Civil Service System, Creates New Category for High-Ranking Officials

The Office of Personnel Management (OPM) has announced a new rule that reclassifies high-ranking officials in the US government as at-will employees. This change would allow the president to hire and fire an estimated 50,000 career federal employees.

According to a statement from the administration, the OPM is creating a new category for senior positions involved in carrying out administration policies. Personnel in this category would be exempt from longstanding civil service protections that make it difficult for federal workers to be fired.

The rule aims to provide agencies with more flexibility to remove employees from critical positions who engage in misconduct or obstruct the democratic process by intentionally subverting Presidential directives. OPM Director Scott Kupor stated that these positions will remain career jobs, but would be subject to at-will employment, excepting them from adverse action procedures and appeals.

The new rule is part of a broader effort to overhaul the US government’s civil service system, which has been in place for decades. The Trump administration had sought to reduce the size and scope of the federal workforce, with significant cuts made in 2025. The OPM did not respond to requests for comment on this matter.

The changes are expected to have a significant impact on the federal workforce, with an estimated 50,000 career employees potentially affected by the new rule.
