UK to Investigate Elon Musk Over Deepfake Allegations

UK Regulator Launches Investigation into X’s Use of AI Chatbot Grok

A formal investigation has been launched by Ofcom, the UK media regulator, into Elon Musk’s social media platform X following reports of its use of an AI chatbot called Grok to generate deepfake sexualized images. The regulator described the reports as “deeply concerning” and warned that the creation of nude deepfakes could amount to “intimate image abuse or pornography”.

UK Prime Minister Keir Starmer has expressed his disapproval, stating that the images produced by Grok are “disgusting” and “unlawful”. He urged X to take action to address the issue. Ofcom will determine whether X complied with its legal obligations regarding the protection of UK users.

X referred to a previous statement in which it claimed to have taken steps to remove illegal content, permanently suspend accounts, and work with law enforcement as necessary. Technology Secretary Liz Kendall emphasized the need for Ofcom to complete its investigation swiftly, stating that delays would be unacceptable to the public and victims.

Deputy Prime Minister David Lammy has raised the issue with US Vice President JD Vance, who reportedly agreed that it is entirely unacceptable. Downing Street has indicated a willingness to consider leaving X if the company does not take action. The UK’s Online Safety Act requires online platforms hosting potentially harmful content to implement strict age verification measures.

Ofcom has the power to impose fines of 10% of worldwide revenue for breaches of rules. Business Secretary Peter Kyle confirmed that X could be banned, but noted that this power lies with Ofcom. Grok’s new monetization policy, which limits its use to paying subscribers, has been met with criticism from Starmer and others.
