Ukraines Security Guarantees Face Uncertainty Amid Global Tensions

Kyiv Prepares to Send Security Agreement to US Congress and Ukrainian Parliament

Ukrainian President Volodymyr Zelenskyy announced on Sunday that his government is ready to send an agreement on security guarantees to the US Congress and Ukrainian Parliament for ratification. The agreement was reached by leaders from over 30 Western countries at a recent summit in Paris, France.

The agreement includes plans for a United States-led ceasefire monitoring mechanism and the possible deployment of multinational forces led by France and the United Kingdom to ensure Ukraine’s defense and deter future aggression. French President Emmanuel Macron described the guarantees as “robust,” while British Prime Minister Keir Starmer stated that the UK and France would establish military hubs across Ukraine to support Ukraine’s defensive needs.

However, not all parties are optimistic about the agreement. Chancellor Friedrich Merz said German forces could join the initiative to monitor a ceasefire, but would be based in a neighboring country. Ukrainian officials have expressed concerns about the lack of details on how the agreement will be enforced in practice.

Some Ukrainians feel uncertain about their security, both now and when imagining a post-war future. Volodymyr Omelyan, Ukraine’s former minister of infrastructure, stated that he is skeptical about the agreement if it does not provide concrete commitments from the US to secure Ukrainian independence with financial support, military supplies, and technology.

Experts have emphasized the importance of having practical tools in place to enforce any agreement. Olesia Horiainova, deputy head of the Kyiv-based think tank Ukrainian Security and Cooperation Centre, noted that Ukraine cannot rely solely on its allies fulfilling their guarantees. Oleksandr Khara, head of the Centre for Defence Strategies think tank, argued that independent defense production would free Ukraine from constraints imposed by successive US administrations.

The agreement has yet to be made public, and details on how it will be enforced remain unresolved.
