Canada’s Prime Minister Mark Carney has taken a proactive approach to refocus Canada’s foreign policy and global standing following the election of Donald Trump as US President. In response to Trump’s aggressive actions, including tariffs on Canadian exports and threats to make Canada the 51st state, Carney has sought to diversify Canada’s relationships with other countries.
Prior to his inauguration, Canada had strong trade and security ties with the US, but these were significantly impacted by Trump’s presidency. However, under Carney, Canada has made efforts to strengthen its relations with countries such as India, Japan, South Korea, Australia, and others, particularly in areas of security and economic cooperation.
Carney has also recalibrated Canada’s relationship with China, which had been tense since the arrest of Huawei executive Meng Wanzhou in 2018. The Canadian government had detained Wanzhou at the request of US authorities, leading to a diplomatic row between Canada and China.
In recent months, Carney has sought to build on his country’s relationships with European nations, particularly in areas such as trade and security cooperation. His efforts have been seen as a response to Trump’s attacks on allies and other countries, which have led to a “deep rupture” in the global rules-based order.
Experts have praised Carney for his approach, noting that he has stood strong against internal critics and taken a proactive stance in rebuilding Canada’s relationships with key partners. According to Brett House, a senior fellow at the University of Toronto’s Munk School of Global Affairs & Public Policy, “Carney has aimed to build at home and diversify abroad, as Ottawa’s dependence on the US has become a source of weakness.”
