EU Regulators Tell TikTok to Reform Addictive Video App Design

European Commission Launches Probe into TikTok’s Online Content Regulations

The European Commission has initiated a probe into TikTok, alleging that the video-sharing platform is in breach of online content regulations. The commission has issued preliminary conclusions stating that features such as infinite scroll, autoplay, push notifications, and personalized recommendation algorithms may encourage addictive behavior among minors.

According to EU tech chief Henna Virkkunen, TikTok must take action to change its design and protect European minors from compulsive use of the app. European Commission spokesperson Thomas Regnier stated that the measures currently in place are insufficient, citing concerns over the potential risks to mental health and wellbeing posed by excessive app usage.

The commission has threatened TikTok with a potential fine of up to 6% of ByteDance’s global turnover, the platform’s owner. A spokesperson for TikTok responded, stating that the findings are “categorically false” and “without basis.” The company plans to challenge these conclusions.

This probe is part of broader efforts by EU countries to regulate powerful tech and social media companies, with a focus on protecting young users. TikTok’s algorithm has been highlighted as a key factor in its popularity among minors. An investigation into TikTok was first launched in February 2024, following the discovery of “alarming” statistics regarding app usage among children aged 13-18.

The European Commission has issued preliminary conclusions, which will be subject to further review and potentially lead to regulatory action.
