Chinese President Xi Jinping Visits North Korea Amid Shifts in Regional Dynamics

Chinese President Xi Jinping made his first trip to Pyongyang in seven years on Sunday, marking a significant development in the North’s military program. The visit comes as China and North Korea have traditionally maintained a close relationship, with Beijing serving as the senior partner in their economic ties.

According to recent estimates, North Korea relies heavily on China for 95% of its trade. However, this dynamic has been changing since Russia’s invasion of Ukraine in 2022. North Korea has provided Russia with critical military supplies and manpower, which has raised concerns among observers.

China shares a mutual defense treaty with North Korea but is cautious about providing military assistance due to the potential risks of a militarily stronger North Korea. The country’s leaders have expressed concerns that an emboldened North Korea could disrupt the balance of power on the Korean Peninsula.

In recent months, North Korea has carried out eight missile launches and unveiled a new AI-guided tactical cruise missile. The country has also released photos of Kim Jong Un touring a new “weapons-grade nuclear materials” factory, which would expand Pyongyang’s nuclear capability at an exponential rate.

Xi Jinping’s visit to Pyongyang is notable for its significance, as he has not traveled abroad extensively in recent years. According to data from the Asia Society, Xi averaged around 14 trips per year between 2013 and 2019 but reduced his travel to approximately six a year between 2022 and 2025.

The visit comes amid concerns about North Korea’s relationship with Russia, which has been paying North Korea up to $14.4 billion for military supplies and technology since 2023. The exact nature of these payments is unclear, but observers believe that the majority may be in the form of sensitive military technology or related precision parts.

Xi Jinping’s decision to travel to Pyongyang suggests that China attaches significant importance to this trip, given his relatively limited foreign travel in recent years.
